1.3.2 The Vice Chancellor
Where membership numbers allow, each Sector shall also have a Vice Chancellor. The Vice Chancellor shall serve as both the executive officer and the chief legislative officer of the local Sector, and shall be selected yearly from the first runner up in every election cycle.
1.3.2a. Duties of The Vice Chancellor
1. It shall be the duty of the Vice Chancellor to act as Second in Command, or Executive Officer of the local Sector in which he/she is elected. He/She shall act with the authority of the Commander when the Commander is unable to fulfill his/her duties. In the event that the Commander is unable to continue to execute his/her duties, the Vice Chancellor shall act as the Chief Executive Officer of the Sector, taking on all duties, rights, and responsibilities of the Commander, until such time as a new election is organized, no more than eight weeks after the time that the previous Commander leaves office.
2. It shall be the duty of the Vice Chancellor to act as Chief Legislative Officer for the local Sector in all matters. The Vice Chancellor will work with the Chancellor and local members of the High council to organize any matters that require a vote. As there is no local Castellan in the elected officers of a Sector, the Vice Chancellor shall also be entrusted with the responsibility of keeping and maintaining polls where necessary.
3. It shall be the duty of the Chancellor to act as chief Membership Officer of the local Sector, coordinating with the Commander in efforts to recruit and educate new and current members, and to help facilitate members transitioning from one Sector to another, and other needs as shall arise.
4. It shall be the duty of the Chancellor to ensure that the Commander maintains his/her role of communicating with all local membership, to maintain communication of local membership with the Commander, and to act as a facilitator in assisting local members of the High council with presenting their ideas to the Order. Above all, he/she will act as an ally and assistant, ensuring that the ideas of all members are fairly brought forth for discussion in as timely and expedient a manner as possible.
5. It shall be the duty of the Vice Chancellor to communicate with the Chancellor as much as possible so that the Chancellor may properly execute his/her duties and responsibilities.
6. It shall be the duty of the Vice Chancellor to communicate with openness and transparency regarding all matters with with which he/she and the High Council are contending, unless such matters should cause possible risk of harm to the Order or to individual members of the Order. In the case that this makes complete openness impossible, he/she shall ensure that the members are informed clearly as to WHY this is the case.
1.3.2b. Powers of the Vice Chancellor
1. The Vice Chancellor shall have the right to cast a deciding vote in any local poll (not including elections or Tribunals, which are overseen by the Castellan and assistants) which has become tied, so long as that poll does not directly affect the powers of his/her office.
2. The Vice Chancellor shall have the power to create committees, if necessary, to discuss or draft important legislation locally and to appoint local members of the High Council to head those committees.
3. The Vice Chancellor shall have the power to call for an Override of the Commander’s Veto power, and to put the matter to a vote. The Vice Chancellor shall also be entrusted with the power to call for a Vote of No Confidence in the Commander, should the need arise.
4. The Chancellor shall have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.3.2c. Restrictions Upon the Powers of the Vice Chancellor
1. At no time may the Chancellor and Commander “switch places” intentionally. That is to say, a situation that occurs such that a Commander steps down and is then appointed acting Vice Chancellor by the now acting Commander.
2. Except where noted as above, the Vice Chancellor shall not delegate his/her powers to any individual for any reason without amendment of the Charter by the High Council of Gallifrey.
3. The Vice Chancellor shall not abuse the right of calling for an Overridden Veto or Vote of No Confidence.
4. The Vice Chancellor shall not vote upon any matter that affects his/her powers and/or office, and must publicly recuse himself/herself from doing so.
