ARTICLE I: ELECTIONS
Article I, Section 1: Election Procedure
Elections will be held once every year for all elected offices in the Order of Gallifrey at both the International and Local Level. All elections will be held democratically, with all members aged 16 and older permitted to vote, regardless of Endorsement status.
a. Unless otherwise specified, all candidates must be at least 18 years of age or older, and must be Costume or Prop Builder Endorsed members of the Order of Gallifrey, in good standing as of November, 2015. Prior to this time, any members aged 18 years of age or older and in good standing shall be eligible to stand for office.
b. Each election shall consist of the following stages:
a) A five (5) day nomination period.
b) A seven (7) day question and answer period.
c) A seven (7) day polling period.
c. All elections will be held via a simple majority polling system.
d. All elections must consist of at least one candidate and a “None of the Above” option. In the event that a candidate is not elected with a majority of the vote, or in the event that a “None of the Above” option is held, then a new round of nominations will begin, and the process will continue. The powers of the offices for which new officers have not been elected shall be delegated to the High Council of Gallifrey (defined as: The Membership Aged 16 or Older until November, 2015; the Endorsed Membership Aged 16 or Older after November, 2015.)
e. All election polls shall be monitored by the Site Administrators of the Order of Gallifrey Forum for fairness. Elections may be discussed on sites other than the official Forums, but members are asked to speak with respect toward each other. Vote tampering, harassment, and the like should all be considered violations of the Code of Conduct, and will not be tolerated by the Order. Anyone victimized, intentionally or otherwise, should report their situation immediately.
f. The formation of political parties within the Order of Gallifrey is strictly prohibited.
IB. Article I, Section 2: Officers of the Order of Gallifrey: National
1.2.1. The Lord/Lady President of Gallifrey
The Lord/Lady President of Gallifrey (hereafter "President") shall act as Chief Executive Officer of the Order of Gallifrey. The President shall be elected once annually each November. The Presidency shall be available to all Members in Good Standing until November, 2015, in which case the Presidency shall be limited only to Endorsed Members in Good Standing.
1.2.1a. Duties of the Lord/Lady President of Gallifrey
1. It shall be the duty of The President to represent all members of the Order of Gallifrey, regardless of age, location, rank, or Endorsed status. In keeping with this, the President shall be entrusted with the duty to protect the rights of each and every member, to enforce the Code of Conduct, and to protect the integrity of the Charter.
2. It shall be the duty of the President to ensure that the Order of Gallifrey behaves in a professional, respectful manner toward BBC, Terry Nation, all related properties, all events in which the Order participates on an official capacity, etc.
3. It shall be the duty of the President to avoid political entanglements, and to place him/herself above any "drama." The President must remember that he/she is a servant of the Membership, and should carry himself/herself accordingly.
4. It shall be the duty of the President to communicate with all members as their chief representative, and to operate with transparency and honesty wherever possible, excepting only those times in which doing so could cause potential harm or harassment for members of the Order. In all cases which such things occur, the President must explain, as clearly as possible, WHY this is the case.
1.2.1b Powers of the Lord/Lady President
1. The President shall have the power to authorize the temporary formation of Sectors and Outposts and to propose their confirmation by the High Council, to temporarily appoint leadership to those Sectors or Outposts for terms of no more than four months, and to approve or reject proposed names for reasons of canon or incompatibility.
2. The President shall have the power to Veto any matter decided by Poll, excepting those matters which directly affect his/her office. In the case that such matters occur, the President may voice opposition/support but may not use his/her Veto power. The power to Veto shall include the power to "line item" Veto certain items, allowing most of a matter to be passed, striking out only matters that are of concern to him/her.
3. The President shall have the power to approve Costume Standards for official use by the Order of Gallifrey, and when lacking information to make an informed decision, to delegate this power responsibly.
4. The President shall have the power to extend honorary titles to Members of the Order and to Honorary Members, with the approval of the High Council of Gallifrey.
5. The President shall have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.2.1.c Restrictions Upon the Powers of the Lord/Lady President
1. While any eligible member may run for as many terms as he/she wishes, no President may serve for more than two consecutive terms. That is to say, a President may serve two terms, but must wait one full term before running again.
2. The President shall not delegate his/her powers to any individual for any reason without amendment of the Charter by the High Council of Gallifrey.
3. The Presidential Veto may be overriden by a two thirds majority vote by the High Council of Gallifrey.
1.2.2. The Chancellor
The Chancellor shall act as the Second in Command (or XO) and Chief Legislative Officer of the Order of Gallifrey. The Chancellor shall be selected once annually each November from the candidate who has come in second in the polling of candidates who have been nominated for the position of Lord/Lady President. In the event that a tie exists, the matter will be settled by a vote of the High Council of Gallifrey. This office will be available until November, 2015, to all members of the Order of Gallifrey Aged 18 years and older. Following that time, the office will be open exclusively to Endorsed Membership.
1.2.2a. Duties of the Chancellor
1. It shall be the duty of the Chancellor to act as the Second in Command, or Executive Officer of the Order of Gallifrey. He/She shall act with the authority of the Lord/Lady president when the Lord/Lady president is unable to fulfill his/her duties. In the event that the Lord/Lady president shall be removed from office or is unable to continue to discharge his/her duties, the Chancellor shall act as the Chief Executive Officer until a new election is organized, no more than eight weeks after the time that the previous Chief Executive leaves office.
2. It shall be the duty of the Chancellor to act as the Chief Legislative Officer of the Order of Gallifrey. The Chancellor will work with the High Council to organize any matters that should require a vote, including the creation of and amendments to the Charter and/or Code of Conduct, the approval of new Bases, etc. The Chancellor shall be the officer responsible for opening polls regarding these matters, and for ensuring that they close in a timely manner.
3. It shall be the duty of the Chancellor to act as a facilitator and communicator with members of the High Council who wish to present their ideas for consideration by the Order. Above all, he/she will act as an ally and assistant, ensuring that the ideas of all members are fairly brought forth for discussion in as timely and expedient a manner as possible.
4. It shall be the duty of the Chancellor to communicate with openness and transparency regarding all matters with with which he/she and the High Council are contending, unless such matters should cause possible risk of harm to the Order or to individual members of the Order. In the case that this makes complete openness impossible, he/she shall ensure that the members are informed clearly as to WHY this is the case.
1.2.2b. Powers of the Chancellor
1. The Chancellor shall have the power to cast a deciding vote in any poll (not including elections) which requires the input of the High Council.
2. The Chancellor shall be entrusted with the power to moderate all boards/forums/media related to matters which affect his/her office as Chief Legislative Officer.
3. The Chancellor shall have the power to create committees, if necessary, to discuss or draft important legislation, and to appoint members of the High Council to head those committees.
4. The Chancellor shall have the power to call for an Override of the President's Veto power, and to put the matter to a vote.
5. The Chancellor shall have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.2.2c. Restrictions Upon the Powers of the Chancellor
1. During the election process, "tickets" are prohibited from being formed. While candidates may speak their mind as to the worthiness of their opponents, "running mates" may not be created or implied. While a candidate may suggest that he/she would best serve the order as Chancellor, rather than Lord/Lady President, said candidate may NOT specifically campaign on a platform that suggests votes be cast for himself and a fellow candidate.
2. The Chancellor must recuse him/herself from any matters that directly cause a conflict of interest. In keeping with this, the Chancellor is strictly forbidden from requesting the Override of any Presidential Veto that would directly affect the powers of the office of the Chancellor.

1. 1.2.3. The Castellan
The Castellan shall act as the Chief Judiciary Officer and Chief Membership Officer of the Order of Gallifrey. The Castellan shall be selected once annually each November in a popular vote by simple majority. This office will be open to all members of the Order of Gallifrey in good standing, Aged 18 and older, irrespective of Endorsed status.
1.2.3a Duties of the Castellan
1. It shall be the duty of the Castellan to ensure that the Charter is followed, and that, in particular the Code of Conduct is followed by all members, elected and otherwise. Pursuant to this, the Castellan shall be responsible for certifying the results of all Polls to ensure that no wrong-doing has occurred, to the best of his/her knowledge.
2. It shall be the duty of the Castellan to preside over any Tribunals that arise as a consequence of the above duty, and to enforce the findings of any Tribunals. It shall also be the duty of the Castellan to decide upon the punishment, upon recommendation by Tribunes selected from the Membership, and to present that punishment to the President, who has the right to Veto in the case that he/she feels the punishment does not meet the offense.
3. It shall be the duty of the Castellan to immediately recuse him/herself from any such action in which he/she has a possible conflict of interest.
4. It shall be the duty of the Castellan to enforce the findings of any Tribunals, to make all aspects of such Tribunals (except for deliberation) as transparent and public as possible, and to provide valid, WRITTEN explanations in the case that this cannot be done.
5. It shall be the duty of the Castellan to act as Chief Membership Officer. This shall principally involve posting and maintaining Endorsement Polls, making membership aware of these polls, and concluding them in a timely manner. Upon approval, member records shall be updated by the Castellan.
6. As Chief Membership Officer, the Castellan shall act to welcome all members, to guide them through the processes of how we "do business," and to help the membership in any way that he/she feels appropriate.
1.2.3b. Powers of the Castellan
1. The Castellan shall have the right to appoint representatives in Sectors and Outposts as necessary to assist in judiciary duties. These appointees shall be entitled to exercise the authority of the Castellan within their own Sectors/Outposts, and may use the honorific title "Chancery Guard."
2. The Castellan shall have the right to delegate membership duties to trusted members, so that he/she alone is not burdened with establishing all Endorsement Polls and announcing the results thereof. However, ultimate responsibility for such actions remains with the Castellan.
3. For the purposes of investigating wrongdoing, the Castellan shall have the power to appoint three "Tribunals" randomly selected from membership to serve as judges in the case of investigations and trials. Said Tribunes shall meet, discuss evidence, and vote upon an outcome, guided by the Castellan, who shall determine a disciplinary action, if necessary, as advised by the Tribunal. Tribunes shall lose their powers upon the conclusion of any such Tribunal, though they may be appointed again in the future.
4. The Castellan shall have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.2.3c. Restrictions Upon the Powers of the Castellan
1. The Castellan is open to a question and answer period during election, as are any candidates for the office. However, because of the need to prevent this position from becoming even tainted by the suggestion of politics, the Castellan and any candidates for the position are strictly prohibited from campaigning in any way, shape, or form, beyond honest answers to questions during the Q&A period.
2. While any eligible member may run for as many terms as he/she wishes, no Castellan may serve for more than one consecutive term. Because of the sensitive nature of the position, The Castellan must wait one full term between his/her periods of service to run again.
3. The Castellan may not hold any other political position on the local or national level in the Order of Gallifrey while serving as Castellan.
4. With the exception of the items discussed above, the Castellan shall not delegate his/her powers to any individual for any reason without amendment of the Charter by the High Council of Gallifrey.
1.2.4. The Gold Usher
1. The Gold Usher, named for the individual with a similar role in the canonical government of Gallifrey, shall act as the Chief PR and Merchandise Officer within the Order of Gallifrey.
The office will be open to all members Aged 18 or older until November, 2015, at which time the office will be open only to Endorsed members. While not strictly required, it is strongly suggested that potential candidates for the office consider turning down a nomination of they do a great deal of business as a Merchant with the Order, since this could potentially taint their objectivity in the office.
1.2.4a. Duties of the Gold Usher
1. It shall be the Duty of the Gold Usher to serve as Chief Public Relations officer for the Order of Gallifrey, answering any inquiries made to the Order, helping to coordinate with local Sectors and Outposts, and generally doing whatever is necessary to maintain good relations with the public and the media. Consultation with the rest of the Order is strongly encouraged.
2. It shall be the duty of the Gold Usher to act as the Chief Merchandise Officer, to maintain a list of approved and questionable vendors, and to ensure that both members and vendors are protected from slander.
3. It shall be the duty of the Gold Usher to responsibly maintain a list of all members with the "Artizan" status.
4. As with all officers, the Gold Usher shall act with full transparency and honesty as much as possible, with clear and unequivocal answers given when explaining if this is not possible.
1.2.4b. Powers of the Gold Usher
1. The Bronze Usher shall be considered the foremost deputy of the Gold Usher on the local level. However, should the Gold Usher require additional assistants s/he shall have the right to appoint additional assistants, from a list of candidates recommended by the Bronze Usher of a Sector or Outpost. In the case that no such officer exists within a Sector or Outposts, the Gold Usher shall have the right to appoint these directly, though consultation with locals is encouraged. These assistants shall be known as "Red Ushers" to set them apart from officers elected to the Usher positions.

2. The Gold Usher shall have the power to extend "Artizan" membership to any members who wish to sell their wares on official Order of Gallifrey media, and likewise, the Gold Usher shall have the power to remove this status, either at request, or for disciplinary reasons.
3. The Gold Usher shall have the power to call for discipline when any member is harassed for posting an opinion relating to merchandise, to a vendor, to customers AS a vendor, etc. The Gold Usher shall ensure that the Order is a safe place for commentary regarding Whovian Merchandise, so that individuals wishing to spend their hard earned money and resources will have an honest, unbiased source of information.
4. The Gold Usher shall have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.2.4c. Restrictions Upon the Powers of the Gold Usher
1. The Gold Usher must recuse himself/herself if any decision related to his/her office causes a clear conflict of interest, and must delegate the decision making process to the High Council for the duration of such a conflict thereof.
2. The Gold Usher may not, at any time, punish a member for stating an honest opinion; while harassment and bullying are not to be tolerated, honesty in reviews and discussions should be treated as a treasured right.
3. The Gold Usher, if a Vendor or Artizan Member, may not use his or her power to advertise this aspect of their hobby, nor may they use the power to favor their own products over others.
4. The Gold Usher shall not make any statements regarding the policies, opinions, or status of the Order of Gallifrey without consulting with the Lord President at minimum, the High Council if at all possible.
IC. Article I, Section 3: Officers of the Order of Gallifrey: Local
1.3.1 The Commander
Every Sector shall, at the minimum, require a local leader, or “Commander”, to oversee local activities and act as a contact point with the International organization. This individual may initially be appointed by the President as needed, but may serve no more than four months in the appointed position before an emergency election is held. This office may be re-appointed if it is judged that the number of members is too small to hold an election.
1.3.1a Duties of the Commander
1. It shall be the duty of the Commander to represent all members within their Sector and any affiliated Outposts, regardless of age, location, rank, or Endorsed status. In keeping with this, the Commander shall be entrusted with the duty to protect the rights of each and every local member, to enforce the Code of Conduct, and to protect the Integrity of the Order on a local level.
It shall be the duty of the Commander to ensure that all members of their Sector behave in a professional, respectful manner toward BBC, Terry Nation, all related properties, all local events in which the Order participates, etc.
2. It shall be the duty of the Commander to avoid political entanglements, to place him/herself above any “drama.” The Commander must remember that they are a servant of the Membership, and should carry themselves accordingly.
3. It shall be the duty of the Commander to communicate with all members of the local Sector and affiliated Outposts as their chief representative, and to operate with transparency and honesty whererever possible, excepting only those times in which doing so could cause potential harm or harassment for members of the Order. In all cases which such things occur, the Commander must explain, as clearly as possible, WHY this is the case.
4. In the case that a poll regarding legislation or activities on the International level arises, it shall be the duty of the Commander to vote in said poll; this vote may be as to his/her conscience, but represents the commitment to the idea that at least –one- individual from a local Sector and its affiliated Outposts has voted in a matter of international importance.
1.3.1b. Powers of the Commander
1. The Commander shall have the power to request the creation of an Outpost within the area covered by their Sector.
2. The Commander shall have the power to Veto any matter decided on a local level via poll, excepting those matters which directly affect his/her office. In the case that such matters occur, the Commander may voice opposition/support, but may not use his/her Veto power. This Veto power shall be an absolute veto or pass power: It shall not be construed to give the right to a Line Item Veto, the use of which is restricted solely to the Lord/Lady President of the Order of Gallifrey.
3. The Commander hall have the power to extend honorary titles to local Members of the Order and to Honorary Members, with the approval of the local members of the High Council.
4. The Commander shall have the right to access all forums restricted to Regional Command, and to represent his/her Sector and Outposts accordingly. In the event that a local office has been vacated, the Commander shall have the power to appoint a temporary replacement, who will serve for no more than four months, when an emergency election shall be held. Should they wish, Commanders may request Presidential intervention in such matters.
5. The Commander shall all have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.

While a candidate may suggest that he/she would best serve the order as Chancellor, rather than Lord/Lady President, said candidate may NOT specifically campaign on a platform that suggests votes be cast for himself and a fellow candidate.
2. The Chancellor must recuse him/herself from any matters that directly cause a conflict of interest. In keeping with this, the Chancellor is strictly forbidden from requesting the Override of any Presidential Veto that would directly affect the powers of the office of the Chancellor.
3. While any eligible member may run for as many terms as he/she wishes, no Chancellor may serve for more than two consecutive terms. That is to say, a Chancellor may serve two terms, but must wait one full term before running again.
4. The Chancellor shall not delegate his/her powers to any individual for any reason without amendment of the Charter by the High Council of Gallifrey.
1. 1.2.3. The Castellan
The Castellan shall act as the Chief Judiciary Officer and Chief Membership Officer of the Order of Gallifrey. The Castellan shall be selected once annually each November in a popular vote by simple majority. This office will be open to all members of the Order of Gallifrey in good standing, Aged 18 and older, irrespective of Endorsed status.
1.2.3a Duties of the Castellan
1. It shall be the duty of the Castellan to ensure that the Charter is followed, and that, in particular the Code of Conduct is followed by all members, elected and otherwise. Pursuant to this, the Castellan shall be responsible for certifying the results of all Polls to ensure that no wrong-doing has occurred, to the best of his/her knowledge.
2. It shall be the duty of the Castellan to preside over any Tribunals that arise as a consequence of the above duty, and to enforce the findings of any Tribunals. It shall also be the duty of the Castellan to decide upon the punishment, upon recommendation by Tribunes selected from the Membership, and to present that punishment to the President, who has the right to Veto in the case that he/she feels the punishment does not meet the offense.
3. It shall be the duty of the Castellan to immediately recuse him/herself from any such action in which he/she has a possible conflict of interest.
4. It shall be the duty of the Castellan to enforce the findings of any Tribunals, to make all aspects of such Tribunals (except for deliberation) as transparent and public as possible, and to provide valid, WRITTEN explanations in the case that this cannot be done.
5. It shall be the duty of the Castellan to act as Chief Membership Officer. This shall principally involve posting and maintaining Endorsement Polls, making membership aware of these polls, and concluding them in a timely manner. Upon approval, member records shall be updated by the Castellan.
6. As Chief Membership Officer, the Castellan shall act to welcome all members, to guide them through the processes of how we "do business," and to help the membership in any way that he/she feels appropriate.
1.2.3b. Powers of the Castellan
1. The Castellan shall have the right to appoint representatives in Sectors and Outposts as necessary to assist in judiciary duties. These appointees shall be entitled to exercise the authority of the Castellan within their own Sectors/Outposts, and may use the honorific title "Chancery Guard."
2. The Castellan shall have the right to delegate membership duties to trusted members, so that he/she alone is not burdened with establishing all Endorsement Polls and announcing the results thereof. However, ultimate responsibility for such actions remains with the Castellan.
3. For the purposes of investigating wrongdoing, the Castellan shall have the power to appoint three "Tribunals" randomly selected from membership to serve as judges in the case of investigations and trials. Said Tribunes shall meet, discuss evidence, and vote upon an outcome, guided by the Castellan, who shall determine a disciplinary action, if necessary, as advised by the Tribunal. Tribunes shall lose their powers upon the conclusion of any such Tribunal, though they may be appointed again in the future.
4. The Castellan shall have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.2.3c. Restrictions Upon the Powers of the Castellan
1. The Castellan is open to a question and answer period during election, as are any candidates for the office. However, because of the need to prevent this position from becoming even tainted by the suggestion of politics, the Castellan and any candidates for the position are strictly prohibited from campaigning in any way, shape, or form, beyond honest answers to questions during the Q&A period.
2. While any eligible member may run for as many terms as he/she wishes, no Castellan may serve for more than one consecutive term. Because of the sensitive nature of the position, The Castellan must wait one full term between his/her periods of service to run again.
3. The Castellan may not hold any other political position on the local or national level in the Order of Gallifrey while serving as Castellan.
4. With the exception of the items discussed above, the Castellan shall not delegate his/her powers to any individual for any reason without amendment of the Charter by the High Council of Gallifrey.
1.2.4. The Gold Usher
1. The Gold Usher, named for the individual with a similar role in the canonical government of Gallifrey, shall act as the Chief PR and Merchandise Officer within the Order of Gallifrey.
The office will be open to all members Aged 18 or older until November, 2015, at which time the office will be open only to Endorsed members. While not strictly required, it is strongly suggested that potential candidates for the office consider turning down a nomination of they do a great deal of business as a Merchant with the Order, since this could potentially taint their objectivity in the office.
1.2.4a. Duties of the Gold Usher
1. It shall be the Duty of the Gold Usher to serve as Chief Public Relations officer for the Order of Gallifrey, answering any inquiries made to the Order, helping to coordinate with local Sectors and Outposts, and generally doing whatever is necessary to maintain good relations with the public and the media. Consultation with the rest of the Order is strongly encouraged.
2. It shall be the duty of the Gold Usher to act as the Chief Merchandise Officer, to maintain a list of approved and questionable vendors, and to ensure that both members and vendors are protected from slander.
3. It shall be the duty of the Gold Usher to responsibly maintain a list of all members with the "Artizan" status.
4. As with all officers, the Gold Usher shall act with full transparency and honesty as much as possible, with clear and unequivocal answers given when explaining if this is not possible.
1.2.4b. Powers of the Gold Usher
1. The Bronze Usher shall be considered the foremost deputy of the Gold Usher on the local level. However, should the Gold Usher require additional assistants s/he shall have the right to appoint additional assistants, from a list of candidates recommended by the Bronze Usher of a Sector or Outpost. In the case that no such officer exists within a Sector or Outposts, the Gold Usher shall have the right to appoint these directly, though consultation with locals is encouraged. These assistants shall be known as "Red Ushers" to set them apart from officers elected to the Usher positions.

2. The Gold Usher shall have the power to extend "Artizan" membership to any members who wish to sell their wares on official Order of Gallifrey media, and likewise, the Gold Usher shall have the power to remove this status, either at request, or for disciplinary reasons.
3. The Gold Usher shall have the power to call for discipline when any member is harassed for posting an opinion relating to merchandise, to a vendor, to customers AS a vendor, etc. The Gold Usher shall ensure that the Order is a safe place for commentary regarding Whovian Merchandise, so that individuals wishing to spend their hard earned money and resources will have an honest, unbiased source of information.
4. The Gold Usher shall have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.2.4c. Restrictions Upon the Powers of the Gold Usher
1. The Gold Usher must recuse himself/herself if any decision related to his/her office causes a clear conflict of interest, and must delegate the decision making process to the High Council for the duration of such a conflict thereof.
2. The Gold Usher may not, at any time, punish a member for stating an honest opinion; while harassment and bullying are not to be tolerated, honesty in reviews and discussions should be treated as a treasured right.
3. The Gold Usher, if a Vendor or Artizan Member, may not use his or her power to advertise this aspect of their hobby, nor may they use the power to favor their own products over others.
4. The Gold Usher shall not make any statements regarding the policies, opinions, or status of the Order of Gallifrey without consulting with the Lord President at minimum, the High Council if at all possible.
IC. Article I, Section 3: Officers of the Order of Gallifrey: Local
1.3.1 The Commander
Every Sector shall, at the minimum, require a local leader, or “Commander”, to oversee local activities and act as a contact point with the International organization. This individual may initially be appointed by the President as needed, but may serve no more than four months in the appointed position before an emergency election is held. This office may be re-appointed if it is judged that the number of members is too small to hold an election.
1.3.1a Duties of the Commander
1. It shall be the duty of the Commander to represent all members within their Sector and any affiliated Outposts, regardless of age, location, rank, or Endorsed status. In keeping with this, the Commander shall be entrusted with the duty to protect the rights of each and every local member, to enforce the Code of Conduct, and to protect the Integrity of the Order on a local level.
It shall be the duty of the Commander to ensure that all members of their Sector behave in a professional, respectful manner toward BBC, Terry Nation, all related properties, all local events in which the Order participates, etc.
2. It shall be the duty of the Commander to avoid political entanglements, to place him/herself above any “drama.” The Commander must remember that they are a servant of the Membership, and should carry themselves accordingly.
3. It shall be the duty of the Commander to communicate with all members of the local Sector and affiliated Outposts as their chief representative, and to operate with transparency and honesty whererever possible, excepting only those times in which doing so could cause potential harm or harassment for members of the Order. In all cases which such things occur, the Commander must explain, as clearly as possible, WHY this is the case.
4. In the case that a poll regarding legislation or activities on the International level arises, it shall be the duty of the Commander to vote in said poll; this vote may be as to his/her conscience, but represents the commitment to the idea that at least –one- individual from a local Sector and its affiliated Outposts has voted in a matter of international importance.
1.3.1b. Powers of the Commander
1. The Commander shall have the power to request the creation of an Outpost within the area covered by their Sector.
2. The Commander shall have the power to Veto any matter decided on a local level via poll, excepting those matters which directly affect his/her office. In the case that such matters occur, the Commander may voice opposition/support, but may not use his/her Veto power. This Veto power shall be an absolute veto or pass power: It shall not be construed to give the right to a Line Item Veto, the use of which is restricted solely to the Lord/Lady President of the Order of Gallifrey.
3. The Commander hall have the power to extend honorary titles to local Members of the Order and to Honorary Members, with the approval of the local members of the High Council.
4. The Commander shall have the right to access all forums restricted to Regional Command, and to represent his/her Sector and Outposts accordingly. In the event that a local office has been vacated, the Commander shall have the power to appoint a temporary replacement, who will serve for no more than four months, when an emergency election shall be held. Should they wish, Commanders may request Presidential intervention in such matters.
5. The Commander shall all have all rights normally reserved to Membership, both Endorsed and Non-Endorsed.
1.3.1c. Restrictions Upon the Powers of the Commander
1. While any eligible member may run for as many terms as he/she wishes, no Commander may serve for more than two consecutive terms. That is to say, a Commander may serve two terms, but must wait one full term before running again.
2. The Commander shall not delegate his/her powers to any individual for any reason without amendment of the Charter by the High Council of Gallifrey.
3. The Commander’s Veto may be overriden by a two thirds majority vote by local members of the High Council of Gallifrey.
